EUGENE, Ore. — The Eugene City Council passed what some are calling a victory for First Amendment rights.
It agreed to change the city’s sign code, essentially lifting certain restrictions.
People in Eugene can now have two signs in their yards year-round–about the size of a typical campaign sign.
