ROSEBURG, Ore. - The Roseburg Area Chamber of Commerce held a luncheon at the Douglas County Fairgrounds on October 16 to discuss the Home Rule Charter.

The Home Rule Charter is a proposed ballot measure in Douglas County that will be voted on in November. Though it has many parts, the biggest thing it would change is the role of the county commissioners.

Where there is now three full-time county commissioners there would be five part-time commissioners delegated to new and specific zones. The new commissioners would also appoint a county manager.

Sheriff John Hanlin and former county commissioner Doug Robertson both spoke at the luncheon and were both opposed to it.

Some of their concerns consisted of taking the power away from people, adding unnecessary layers to their county government, and changes in the way the Sheriff's office would operate.
