Ballot measure could reopen Drain library

The library closed after a bond measure failed in 2016, when Douglas County government declared they no longer had the funding to support libraries.

DRAIN, OR. -- The Drain community will have the chance to reopen their library after the county had to close all libraries due to lack of funding.

The group Friends of Mildred Whipple Library has put together a ballot measure which will be up for vote in May.

That ballot measure is a tax levy based on the one the county tried to put together in the Fall of 2016, which would’ve funded the county library system.

The only difference is, this tax levy will only benefit the Mildred Whipple Library in Drain.

But Anne Campell from the Friends of Mildred Whipple Library said they believe the levy will pass.

“So, for the same amount of money, we would be able to have our library open more hours and more days than it was open with the county. It would be forty-four cents per thousand. Which, that measure that failed county-wide last year did pass in Drain. So, we did have the optimism that our community members are in support of that.”

That equates to about an extra $44 a year for a home valued at one hundred thousand dollars.

The levy would generate the funds necessary to keep the library staffed.

“If the measure passes, we’ll have an annual budget of around eighty-five thousand dollars. That will be enough for a librarian – a professional librarian, and two library assistants," said Campbell. "Then, it will also be enough to have a little bit of a book budget and some programming. We hope to supplement that budget with grants and donations.”

Residents will also have to vote on library board members.

The tax levy and library board members will be up for vote on May 15.

The deadline to register, is Tuesday, April 24.
