Gov. Brown updates framework for reopening Oregon

The new framework comes as Lane County Public Health says we have reached the plateau of COVID-19 cases.

EUGENE, Ore. -- Gov. Kate Brown has updated the framework for reopening the state amid the ongoing coronavirus pandemic, but it's not finalized yet.

The framework includes how Oregon's approach to reopening might be different than the federal government's approach. However, there's still no specific timetable as to when Oregonians might be able to start resuming normal activities.

Jason Davis, spokesperson from Lane County Public Health, said there is good indication that Lane County has reached the plateau of COVID-19 cases. He said we are averaging one case a day with more people being tested than ever before.

Reopening the state will happen county by county. It's broken down into three phases with phase one first requiring a downward trend of positive COVID-19 cases for two weeks according to the draft.

In phase one, restaurants could return to sit-down dining while following strict social distancing guidelines.

JC Lee is the owner of downtown Noodle Bowl. He said he has concerns about opening back up.

"We don't want this stage one to go on, and then all of a sudden, there is another outbreak, and then there is another healing process," Lee said.

Under the draft framework, gyms would not be open till phase two. That's different from the federal guidelines, which recommend that they reopen in phase one with strict social distancing.

Matt Turntuist is the general manager of Pursue Fitness in Springfield. He said a blanket reopen is not the best idea. He believes they should reopen based on the size of their buildings.

"Some gyms have the right spacing and staffing in place to be able to ensure adequate social distancing and sanitization," Turntuist said.

State leaders plan to finalize the framework in the coming weeks.
