EUGENE, Ore. – Eugene City councilors are talking about the possibility of expanding the areas where secondary dwelling units are allowed.

This means churches could offer homeless people a place to live while they get back on their feet.

The city has allowed secondary dwellings in low-density residential zones and special area zones for years, but more affordable housing is needed.

If approved, phase two will begin, which will review and update existing standards and include community conversations around affordable housing.
