EUGENE, Ore.-- Cafe 440 owner Todd Schuetz says that operating his business as risk levels change has not been easy.
"It was really really hard," Schuetz said. "I had to throw people back in unemployment and then beg them to come back into work."
Schuetz said that pivoting back and forth with risk levels is not just affecting his employees, but his customers too.
"The public now is super confused. We have to answer so many questions as to what we can do and what we can't do," Schuetz said.
Counties in the high risk category can allow indoor dining at 25 percent capacity. Before moving down to high risk, Lane County was operating under extreme risk from April 30 to May 6. This means indoor dining was prohibited.
Despite risk level level changes happening on a frequent basis, Schuetz said he is hopeful for the future.
"I've eliminated any fear, anger or apprehension," Schuetz said. "These decisions won't affect me anymore. I employ 14 people and I'm really proud to feed their families."
