UPDATE: Eugene police reported this morning the victim has been located and is safe after a possible kidnapping in Eugene.

Eugene police said they previously located two vehicles involved in the incident, which began around 10 a.m. Friday in the Fred Meyer garden center parking lot on Division Avenue in Eugene.

EUGENE, Ore. -- Police said they received reports that a man and woman were arguing and shots were fired into the woman's car. Police said the man possibly forced the woman into an older white sedan that was seen going northbound on River Road.

Eugene Police Chief Chris Skinner said the two may have met up in the area to exchange property.

"We don't know the details of their relationship, but it does feel like they may know each other and probably know each other," Skinner said. "The female is with the male, and we're obviously trying to find her and we're considering her a kidnap victim right now."

Robert Lee said he was heading into the Fred Meyer when he heard at least three gunshots.

"You're not used to witnessing something like that," Lee said. "You hear about stuff like this and then all of a sudden you're in the parking lot and shots ring out you don't know who's being shot at or where they're going where stray bullet might go."

The search moved north of Eugene into the Junction City area, and one involved car was found near the Junction City public works facility on Elm Street.

Officials said they had one man in handcuffs, but he was not arrested or charged.

One resident described watching police run down her street with their guns, saying that this incident is terrifying as a mother.

"My nerves are shot," Brandy Tolliver said. "My children are coming and going from this road. I have one driving, and a few that will be here in a few hours on the bus. It's terrifying. They would be scared."

A second vehicle was later located at Highway 99 and Prairie Road.

The suspect is a white man with blonde hair and blue eyes. He is described at 5 feet 11 inches tall with a heavy-set build. He was last seen wearing a black hoodie and jeans.

The woman is described as white, blonde, 5 feet 5 inches tall and wearing a black hoodie.
