Detectives contacted Holmes along with his parole and probation officer, and Holmes was arrested for first-degree theft.

As part of the downtown bait bike initiative, the department has been proactively conducting operations throughout the area and will continue throughout the summer.

With bicycle thefts on the rise, police said it’s important that bike owners use proper locking techniques, register their bikes and report thefts.
