UOPD fires officer for misconduct linked to man later killed by Eugene police

Officer Troy Phillips was ousted after an investigation found he violated policies and lied in a report.

EUGENE, Ore. -- A University of Oregon police officer was fired after an internal investigation revealed misconduct, including excessive use of force and lying on an official report.

Troy Phillips, a K9 officer with UOPD, was fired for cause, a university spokeswoman confirmed.

News of Phillips' firing was first reported by the Daily Emerald, the student newspaper.


Documents provided to KEZI 9 News show the investigation into Phillips began in 2018 after he stopped a man named Eliborio Rodrigues Jr. back in October 2018. Rodrigues threatened to sue UOPD, saying Phillips used excessive force against him during a routine stop and then misled prosecutors.

An outside investigation firm was hired to look into the allegations and concluded that Phillips violated policy by immediately pulling his gun on Rodrigues.

The report also alleges that Phillips lied about why he pulled over Rodrigues in the first place.

Phillips claimed that Rodrigues swerved his bicycle in front of his patrol car. But dashcam video showed that Rodrigues stayed in his bike lane.

The investigation also found that Phillips withheld evidence.

"The university holds all its police officers to the highest standard when it comes to integrity and trustworthiness as the public and our campus community expects," said Kay Jarvis, director of public affairs for the university.

As it turns out, Rodrigues never filed the lawsuit. He was killed in November by a Eugene police officer in a shooting that was deemed justified.

As for Onyx, the K-9 that Phillips handled, Jarvis says he will be trained by a new officer.
