Woman arrested in Scravel Hill Road arson

A woman was arrested in connection with a fire in Albany on Tuesday.

ALBANY, Ore. – A woman was arrested in connection with a fire in Albany on Tuesday.

Linn County deputies said Jessica Loper, 34, was arrested following an investigation. She was taken to the Linn County Jail and faces a charge of first-degree arson. She was arraigned in Linn County Court Wednesday afternoon.


Loper and her 8-month-old child were living in the residence with several other occupants, authorities said. When the fire started in Loper’s locked bedroom, the other residents thought they heard the baby crying inside and tried to force the door open. One person sustained first and second-degree burns.

Deputies arrived and tried to enter the bedroom but were driven out by heavy smoke and flames.

Three hours after the fire was reported, officials found Loper hiding in a neighbor's car across the street with her baby.

Mike Kennedy, who lives nearby, was shocked when his neighbors found her.

"The girl and the baby were in the back seat of our neighbor's car, and I went, 'Are you serious?'" Kennedy said.

Several dogs survived the fire, but one died.
